Hey,

If you use the elite skill tome, does it gives you 1 capture akill point int he elite skill hunter title?

Yes it does. Really, it couldn't be another way - if you could learn an elite skill without it counting for the title, then that skill would not be capturable and you could not get the title.

can i use the tome to unlock a skill on my secondary proffesion?

yes, you can as long as the tome is for that secondary proffesion

There's no unlocking involved. The tome can only give you a skill that you have already unlocked on your account.
